Maybe Mario forgot to buy a last minute present and now wants to give Luigi as a present to someone.
He's probably giving him to Daisy, she really need something that cheers her up now, lol.
(To be honest, I'd prefered to see her in Smash Bros. |D But oh well...)
Or maybe Mario's giving Luigi to us, since the Year of Luigi will continue in 2014.
