This was intended to be character Angie, but failed somewhere in the process..It bugs me because everyone who saw it asked "Is that a boy or a girl?"
I think it's something to do with the shoulder area.

... You know, some girls/women actually don't look feminine. Surprise! Shocking, I know. >> Yeeshk. To address what people are saying makes this picture look boyish-
Right Cheek/Chin- if you make it any more tapered/pointy, it wouldn't look as good, in my own opinion. Women can have strong jawlines too, I would know. xD The whole 'CartoonAnime' pointy chin thing just isn't realistic in any way.
Shoulder/Breasts- ... The shoulders I can't say anything about, they look perfect to me. The breasts, however... EcruKhem says to move them up. However, they look fairly large, and large breasts hang low, it's just the way it happens. Once again, I would know.
Overall, EcruKhem has good advice, if you do want to make it more feminine. My point was just that if it was just neck-up, I'd still assume 'girl' rather than 'boy', so I don't see what people are saying is masculine about it. xD

If that right cheek were a bit more tapered. Not necesarily less round, but more tapered it would definitely give the face a bit more of a feminine quality.
Also, maybe if you were to make her chin a tiny bit more of a point than a flat. The "finer" details and sizes would make the character appear more feminine.
And if youre worried about the shoulder area, which looks pretty good to me, it might help if you made the angle of the neck muscles a bit more shallow it would allow you to make the neck appear longer and more feminine without turning her into a giraffe : P
And I don't know how you'd go on this because this is a fairly small area of the character's body, and I can't get a good feel for her build; but maybe if you moved her breasts slightly further up on her chest. It just looks to me like you might've put the lines a bit low and it makes her chest look a tad boyish.
All in all its a very very nice picture, but if your intention is to eliminate some of the boyish look and keep the "tom-boy" attitude you'd probably do well to balance the characters personal style with natural shapes, like sticking to softer angles, curves, and lines. That way you keep a nice femininity that you can easily balance with things like expression, hair-style, pose, behavior, and the overall way she carries herself. Now I wouldnt say "eliminate the squareness of her jaw COMPLETELY, but instead make the lines a tad softer.
A little more than I set out to write, but I hope its at least a little like what you wanted. Hope none of that sounded arrogant, its all simply meant as constructive criticism in the most respectful, professional manner I could muster. Keep up the good work, its a nice picture with a nice mix of subtle cute/sexy that doesnt try to beat you in the face with itself.

I think she looks lovely. I'll bet if you made her eyelashes bigger, it would be more obvious that she's a girl. It seems like, to me, that it really is the eyes that make her seem "boy-ish". Great drawing tho, I really like her freckles ^_^

What is it in the face that's boyish?
I think the jawline might be too strong but what other features?
