and you mentioned that you weren't able to keep her the same size throughout the animation(which considering you had to do it frame by frame is very understandable!) but personally, I think it kinda just looks like she stepped back a bit while water bending...lol I think it works! XD

This is awesome! I love it! I've been watching Tai Chi on you tube to teach myself, I'm trying to learn the first 26 steps or something like that then go on from there to stances like this and defense tai chi as well.

I use Photoshop CS3, but any recent version should have the same animation capabilities. Photoshop has a feature that lets you convert layers into frames, this was 30 different layers so it made 30 frames out of them.

I don't know, mine was a gift so I didn't ask. But if you google it you will probably find a lot of sites selling it, maybe someplace its free.

Also, I forgot to mention there is a free program called GIMP, I don't know what it does completely but I know some people who use it instead of buying a program because they're usually expensive. I can't say if the free photoshop is completely legal.
