I believe its all needle felted, which always has a particular look to it.

actually I'm very sure it's a dyed fabric thing. I recognize the fabric, it doesn't have a pleasant texture and when dyed it would leave dye on your fingers if you touch firmly (the texture is similar to the inside of kids markers). I think it would never dry completely because it's so absorbing

Checked over her Etsy and here site. Basically everything she sells is felted (which still accounts for the texture shown because everything has the same texture and its all felted fabric), and from the picture shown (this one) she has on a tutorial she offer for sale, this hat is made specifically from wet felting. So, not needle felted but its still felted.
Now. whether or not it has the issue you describe... I wouldn't know.
