As a Sailor Moon fan, I would love for you to continue these as I feel the outer senshi don't get enough love (Neptune is my fav character). I understand though if you decide not to.

From my experience I always see people have merchandise or people showing more love to the inners. I mean, I know they are the main girls and also Usagi's best friends, but that's not all the planet's, ya know? Even at cons, I see more people selling fanart of the inners.

This is certainly very true. I know I have my theories, but why do you think that the Inners receive more merchandising and fanart than Uranus, Neptune, and Pluto?

The former is a big part of it. Since they appeared in the most acts in the manga and episodes of the anime, they were fleshed out more than Uranus, Neptune, and Pluto were. We knew about their quirks, their dreams, their family life, and their interpersonal relationships with each other and with the supporting characters. This made them more tangible and relatable to audiences. People, especially children and preteens, were more able to see themselves in someone like Makoto or Minako than Haruka or Michiru. The Outers are great characters, but as a trio they weren't developed nearly as well as the Inners were. They were more like the cool, popular kids who you'd never dream of hanging out with while the Inners were the goofy misfits.
Another part of it has to do with the fact that most North American audiences weren't introduced to the Outers since the DiC dub ended before they showed up. By the time Cloverway took over, the largest chunk of that original audience were older and less likely to watch the series due to misconceptions about anime being for children.
Obviously, the hardcore fandom who stuck it through and consumed all versions of the franchise have more varied opinions. Prior to the recent rebooted musicals, the Outers were most definitely the most popular characters amongst Sera Myu fans. This was due to them having larger roles (and cooler songs) than most of the Inners for a good chunk of the musicals and also due to the various actresses who portrayed them. Nao Takagi, who was the longest running Sailor Uranus, had the most rabid fans.
