I doubt it's true, but I heard a theory that the council sent an Ark like ship to Andromeda when they thought Shep died in the final push. So the characters in Andromeda think that the Milky Way is gone

No, that'd be impossible because that would mean that Bioware would have to acknowledge Both the ME Trilogy and
ME Andromeda are canonically connected; which of course wouldn't work given the ambiguity that ME3 left us all with.

I think it could work, cause if it's true, it just ignores the whole Star Child thing. I'm probably explaining this bad, but here's the link to the theory

As much as I dislike the ending to Mass Effect, and fear that it may sour the plot to ME:Andromeda, it does have some
level of feasibility. Although, it doesn't seem fair then, if this is the case. Would they - Bioware - not have given hint(s)
as to the existence of the ARCON project, somewhere along the line? If so, then when and where within the games?

I suppose what the Asari Counselor says to Shepard could hint to the ARCON project
"There are preparations to make. Continuity of civilization to consider."
But then again, that could mean anything.
