Politics were a factor, but not as bad as the F-35 vs F-32 situation. The F-32 was practically ready when it stepped up, but the untested new-tech 35 got the go-ahead, and left everyone holding the bill.

Politics played a big roll in this.. The 22 & 23 were very closely matched.. I liked the looks of this better..
