Description Roman Emperor Justinian I engaged in a 40 year long career to restore Rome to its former glory, making only ephemeral gains.

Through a policy of oppressive taxation Justinian funded disastrous wars against the Persians, securing peace through tribute amounting to billions of dollars in gold. Decades of fighting against the Ostrogoths managed to wrestle control of Italy, devastating the countryside, only to have the once Roman homeland fall again three years after Justinian's death.

The emperor was able to reclaim Mare Nostrum while bleeding Rome's treasure and manpower.

Over the next century Rome would hang on to most of its gains, but plague and another devastating war against the Persians would cripple the empires, providing the opportunity needed for the Arabs to sweep up Africa and Asia.
