Let me explain. What happens is that this is her peace keeping suit. She serves justice with a fair mind and a kind heart. And she believes that any and all villains deserve a fair trial.
But... if her peace efforts fail, then things get real ugly real fast. That's when she goes into war mode and becomes War Hawk Roja. The suit's emense strength and speed makes her more violent and reckless. It kind of corrupts her sense of judgement and makes her take no prisoners.
