They would likely not be suffering from any disability anymore, due to progress in prosthetics and NBIC fields.

NBIC stands for Nanotechnologies, Biotechnologies, Information technologies and Cognitive sciences.
All research fields which can help with repairing disabilities, as well as enhancing human potential.
Transhumanist researches often work on a convergence of all these fields.

Well, currently it's not possible, but there are several techniques that could allow such repair.
One is ex-utero growth, which would allow to treat easily any disability even before birth.
But we're still decades from that. Until then, it will only be work on prosthesis, which are better and better already.

Basically, not more and more expensive.
Just think about computers. They were an incredibly expensive tool about 20-25 years ago. Few people earned their own desktop computer, and even less their own laptop.
It will be exactly the same process about any technology, including prosthesis.
And 3D printing is making it even cheaper and available to more people.

Hehe, indeed, it's not here yet, but I'm pretty sure we'll come to that.
The timeline in Deus Ex is just a little more advanced, as 2027 seems a little early to me for such top level prosthesis.
But, hey, who knows? We're still 10 years from here, and look what high-tech was like in 2006. Phones with quadcore processors weren't here already, and they didn't either burst into flames due to excessive battery thinness, hehe.
