The civil ensign is the national flag flown by civil ships (merchant ships and others, as opposed to military).
In the United Kingdom, a distinction is made between the land flag and the civil and naval ensigns.
The Union flag is used on land, the Red Ensign for merchant ships, and the White Ensign for the Royal Navy.
And the Blue Ensign is for the ships in public service or commanded by an officer in the Royal Naval Reserve.

You're welcome, Once sailed under the blue ensign back in the 1980's. The captain was such an arsehole the flag was burned into my mind forever lol.
