They're dummy rounds. It's illegal for anyone (civilians anyway) to have live ordnance on their planes and after 9/11, the fake stuff had to come off as well. The military isn't allowed to carry live ammunition and ordnance except when training on a range.

It's mainly a safety thing. Even a single flare can cause major problems. They had a huge fire near the range at Warren Grove because an F-16 on a practice run dropped flares a little too low and one of them started a fire. There was plenty of blame to go around. The forest people didn't tell the Air Guard about the dry conditions and the pilot screwed up by being too low. The Air Guard paid the bill for putting out the fire and procedures were changed to prevent it from happening again.

I'm not sure, but it was just after a strafing run at targets so he probably wasn't much more than 500 ft up, if that.
