It looks more like AlphaDream's rendering of Baby Bowser, who is supposed to be the Bowser as a child.

You see, Bowser Jr.'s bandana has either a set of jaws drawn on it, of Mario's 'stache.

AlphaDream just made things more confusing for everyone.
