PLEASE COMMENT, IT WILL ME OUT A LOTi had this character, Beta , for a while, like 2 years, and i never knew what time period she would be in.
The only reason why this is a problem is my friend and I were kicking around the idea of making a fighter, and she was going to be one of the characters. I need a time period that wont make her stick out too much, and some basis on design of the other characters.
TL;DR
does she look from the past, future or fantasy time of either.

The gloves and boots make me think 'future' while the rest of her uniform makes me think 'history'. Since fashion often repeats itself after a while, I'd say she'd be from a not-too-distant future. Cool design, by the way. I like this drawing, though her left foot does disappear weirdly behind her right one in a way that makes it seem like it is inside of it.

steam punk industrial revolution.the uniform has that militant group thing which fits her choice of bladed troop weaponry.possibly ww2 as well.

I would say she looks historical, not futuristic. She could pass as steampunk.

She looks vaguely steampunk. A combination of 19th century and modern fashions.
