At the start of the original Japanese version of Best Wishes (the black & white pokemon anime saga) it's clearly stated that Ash is still 10 years old.
In the X and Y series he appears older, but i'unno (he's still much shorter than adults). The point is that he hasn't aged as much as he should have.
It's intended to be a kid's show after all, so I guess Ash needs to stay youthful to appeal to younger audiences ¯\_(ツ)_/¯

Well he wasnt the worst in the 20. Pokemon movie. It was a kind of AU/Remake and he was a much better rookie trainer then in the show.He wasnt a arrogant childish stupid idiot.

You guys want to know what's really odd about that whole "still 10" thing?
I remember how (if I remember correctly) in the 9th episode of the anime it was mentioned that Ash has been on his journey for months...
And yet, as you said, in the 14th season he's still ten years old...
I'm probably the only person who caught that but it's still pretty huge xD ^^ ;

Have you guys heard abouth the "Lightning teory"?We saw in seson one that Ash was hit by lightning there for in this teory the" eternal 10" has an explication that beeyn Ash its in a coma thats why he doesnt age while he travels trough diferent regions and diferent adventures its because its all a dream in his coma

Nah, I'm sure he does age and I'm certain that at some point in the black and white series, he turned 11. He's just done a lot of things in a shorter span of time. Besides, the simpsons haven't aged either and its been going on longer than even the pokemon anime has (over 30 years to be more exact).
Also as for Pokemon sun and moon ash looked younger because the style of the character design for the anime was different. Besides, Brenden and May had redesigns that (In my opinion) made them look much younger than their previous design.

He's been reverted to the age of ten in every release, the oldest he ever appears to get is 11, which has happened multiple times in the series. He's not going to age because I'm pretty sure he's some kind of author avatar who has to stand the test of time.
But if you wanna go the theory route and not lay the blame on the writers, you can blame either Ho-Oh's arrival for cursing him with immortality or the Mew/Two battle for turning him into a Pokemon-Love-Magic-Zombie

Ash won't grow up because the writers of the Anime won't let him. Honestly, I stopped watching after the first episode of the Best Wishes season when the narrator explicitly said that Ash was still 10. It went kinda like this.

*Me... facepalming* Okay, I'm done here. They can try to explain this away with Pikachu losing because his electric attacks aren't working, but this is really all Ash's fault (or the writers being dumbasses). Honestly, after going toe to toe with two legendaries back to back Ash should know better than to keep trying to use attacks that aren't working for one reason or another. It still had Quick Attack and Iron Tail at its disposal, and one or two of those would have been enough to knock that newbie out. I am done with this series, and have outgrown it. I am never watching this show again because the the sheer dumbassery they did right here.

It's a pity I actually held true to that to this day because I've actually taken a look at the X&Y Seasons without watching the show itself and believe that the X&Y Seasons are VASTLY superior to the Best Wishes Seasons. Almost makes me wish I started watching it again.
