It's kinda slow right now, but it's getting faster already as I'm figuring out shortcuts.
For example, I'll flat everything in my shadow tones. Then I'll put a new layer on top of that and paint in the highlight tones. Then if something needs fixed, I can simply paint or erase on that highlight layer depending on what's needed done. The first few pieces, I did it all on one layer, so it was a constant back and forth between the shadow and highlight colors.
Using the second layer thing will also make things easier if I decide I wanna start adding some slight grad work to it. I can simply lock the transparent pixels on the highlight layer, then magic wand the area in my flats. That basically means that all of my selections are saved on one single layer, without having to make a gazillion selection channels.

I know how to do it if it's done in PS. If I add a border, it isn't a huge significance of the picture so it doesn't take away from the picture.

It's basically simple flat rendering, like what ya see with cartoons and anime. It's usually done with a simple shadow tone and a base tone. Sometimes you'll see it with a bright highlight tone, and slightly darker mid tone to help give more definition. I'm just sticking with 2 tones as a way of practicing on some of my own problem areas.
