And shrink under his hat. But this G-Man notices that otherwise... he does not seem to have much magic in him. Perhaps it is all in mechanical wizardry instead?

Most likely, there was this whole backstory about him hidden on the disk, saying that he was always ridiculed at school for not being very good with magic. and this is what turned him evil, and subsequently into a techno-mancer.

This Agent heard that one from my friend. Makes for a good villain story to me.
Perhaps something in Legends allows him magic? Or perhaps the plot centers around his sudden mastery? Like him stealing something powerful? I ought to look it up a bit more, but I did not want spoilers before playing.
