It would be kind of difficult to explain the whole process, but I could give you an idea of what I did.
I mainly used Adobe Photoshop CS4. First I cut out the entire dancing scene from the original episode. Then I imported all the frames from the scene into Photoshop. I looked for 2 points in the animation that I could use to create a loop and deleted all the frames that weren't in between. The hardest part was manually changing the color of the background frame by frame so that they faded into the different colors smoothly. To create the infinite loop, I added a reversed copy of the animation to the end of the GIF. Lastly I polished some of the frames and added/deleted any frames to create a fluid loop.
If you youtube search "how to make a gif" you'll find plenty of great videos on how to make these. That's how I learned haha.
