i think the problem it's that she is too short. if i want to draw proportion body, i take the length of the head to between the legs and apply this same length to between the leg to the ankle. ^^
There are a lot of different body type of course , but i think they all obey to that rule ( even it' s a tall or a small human) but if i want to break the rule and the length of the legs doesn't apply, i get to draw a drawf instead :/

i don't understand what you mean by taking the length of the head to between the legs and apply the same length to the ankles..
all i know and i studied is that the general proportions of the female body is around seven and a half times the height of the head, and if you measure this you will find that those proportions are respected.
i didn't take the ruler and measured down to the millimeter, it's around 7,5 times so that's enough for me.
the fact that she doesn't look like a runway model doesn't mean she's too short, let alone looking like a dwarf..

actually if you measure it is around 7,5 times her head, that is how the proportions should be.
and of course not everyone is perfectly matching those proportions.
it might be her hair, or the dress that trick the eye..
