Silver and Blaze have been teleported through time and they are in the year 4095 and they are in the gutters which are the bottom of new york where all the criminals and alien vermin live with all the dead bodys hanging around.

The creature you see next to the fire is called a Crab Synth
which is a beta enemy in half life 2 and only seen in the end of the game walking across a bridge. And that creature attacks Blaze and she is hurt pretty bad aswell.
