I'm not sure either, as the artist here left us no notes but... Look at this awhile. What do you see? All art has a story...

What I see in this work is an expression of profound loneliness. The title of this work contributes to this impression. Be near -  but be near to what?  I don't know. However whatever the goal is... This creature does not appear to be near anything or anyone else. It is here, alone. The background - are those lights? Insects? A blizzard in progress? The very vagueness of the scene adds to the sense of loss and being lost that this work expresses. The cumulative effect is to convey a message about sort of "striving in vain". Despite all of this... It is important to note that the creature itself is looking up, the background is not total darkness, there is a degree of softness to the light and while the creature could not be described as looking happy... It does seem to look very determined. There's an unspoken struggle and a story here - but the bottom line is that in spite of everything, this creature is not giving up. Somehow, it's gonna find a way through this.

...Of course, this is strictly just my own humble interpretation. *shrugs* 

Thanks to the artist for sharing this work. I think there's a positive undertone in the message here and no matter how alien the creature may seem at first glance, there are aspects of the situation you've drawn that probably anyone can relate to.
