Superman’s conflict with The Elite included intervening in the war between Bialya and Pokolistan like in the movie. Goku didn’t want to get involved in a war zone where he could feel life signs flicker out constantly but Clark convinced him that power could allow him to sense civilians in danger before he could.

When Coldcast knocked out the city in Bialya, Goku rushed to save everyone he could as they passed out. He nearly lost consciousness himself but refusing to black out he tapped into a reserve of energy he didn’t realize he had. He managed to save most of the people in the city before collapsing, but felt it wasn’t enough. People still died, some even died due to his intervention because he just used a new power up without any knowledge about controlling it, leading to him leveling a number of buildings.

Worse, he felt Superman’s life sign vanish. He thought his friend was dead and prepared to gather their allies together to avenge him, until he sensed he was alive.

Having already witnessed The Elite’s disregard for life and failed to reason with them, Clark forgot that Goku probably thought he was dead and was shocked by his joy over seeing him.

As Goku minimized the death’s from The Elite’s last outing, the world failed to realize how dangerous their self-proclaimed saviours were. The less informed even assumed that The Elite could do as they wished as long as the rest of the heroes were around to minimize damage like Goku had done.

Goku was tempted to assert that he wasn’t working with The Elite, but was stopped by Clark since it would just give them more ammunition by letting them frame him as being uncooperative in the face of doing the right thing.

“For now we need to focus on stopping the war. Next time we have to intervene we make it clear we are the ones who care about innocent people. We make sure the world sees there is an alternative to blind destruction.”

Writing this I am starting to realize why Superman Vs The Elite didn’t have the climax kicked off by The Elite’s lack of regard for collateral damage, because the fight wouldn’t have had the same build up if he realized they couldn’t be reasoned with sooner.

I used an image of the False Super Saiyan state. Basically Goku is drawing on the power of the Super Saiyan transformation but at the moment he doesn’t have full control over the power so he can’t pull the transformation off correctly, especially in this state. Similar to Broly, the rush of new power also starts to overwhelm his mind.

Goku is more emotionally stable than Broly so he could still focus on saving people, but the lack of control meant he didn’t do as good a job as he would have otherwise. On top of needing to learn how to handle the power mentally he does also need to have the strength to handle it all physically or he won't be able to use it for more than a short burst.

Dragon Ball Super took out a lot of the mysticism of the Super Saiyan. I'm not doing any of the physical nonsense that series brought up, it's just brought up by an emotional surge. Since meeting the Man of Tomorrow has helped Goku onto the path to being a better person, he is actually first drawing on the power to save lives rather than to take revenge on a villain.

As for who Goku would have gathered to fight The Elite, something like this;

-The Flash to counter The Hat, figuring Flash could just take his hat and render him powerless.

-Invisible Woman to counter Menagerie since her force fields could trap the smaller parasites and render them harmless.

-Jean Grey to take on Manchester Black on psychic to another.

-Goku was certain he could take Coldcast.
