From the Fairly Oddparents episode "Chinred Spirits" It is Hair Razor. Timmy Turner finds that his favorite comic hero the Crimson Chin is depressed about not having a girlfriend. The comic was nothing but Crimson Chin crying and eating ice cream.

So Timmy wishes the prefect girlfriend Golden Locks and they fall in love. Then the comic was nothing but Crimson Chin and Golden Locks going on a date. Timmy decides break up the two of them.

Timmy wishes that Golden Locks turn to evil. The Hair Razor is created. Eventually Timmy stops Hair Razor. Butch Hartmann does design some real sexy women. She is one his best up there with Penelope Spectra of Danny Phantom.
