My head cannon is that Shadow!Italy is really Italy's dream of finding HRE, however because of war (Japan's katana) his dream of finding HRE was stopped and he believed he was too late (which is the clock and sand drowning him) and as Dream!Italy got swallowed by the despair of never having the chance to find HRE again, he become Shadow!Italy, the despair that even in dreams Italy will never see HRE again.

Btw again it's a head cannon, and also I made this when I had free time which was five minutes or ten.
