Description The premise here is that all of the Fallout baddies are present in some form or another.

Major players:

The Unity. The major POD here is that the Chosen one got dipped by the Master, and so the Mutants end up winning. They push back against a weak confederation of Socal settlements, and go on to push north, overcoming the Shi. When the Enclave emerges they're pushed back, but the mutant Vault Dweller manages to destroy the Oil Rig. Today, the Unity is still ruled by the Master, a largely competent administrator though his degenerate state causes him to go a bit madder with each passing year.

The Prime Mutants serve as the day-to-day administrators, ruling over vast legions of Dumb-Dumbs who do most of the grunt work. Most humans who were not killed in the Master's wars were allowed to live as slaves in agricultural colonies. Most of these either were assimilated or died of old age. Since the Master's plan for world domination failed, it's become necessary to maintain a few colonies of Normals to replenish the Master's Army. Even more precious are the few colonies of Prime Normals contained in secure vaults and bunkers. Human colonies are overseen by the Children of the Cathedral, putting a friendly face on the future of humanity.

The NCR. The forces of California, marshaled by the Hub, the Brotherhood, and the unlikely plucky ultimate victors in Shady Sands. The Californians initially attempted to actively resist the Master's Army, but when the cracking of Vault 13 swelled the Unity's ranks with intelligent Mutants to lead the fight it became clear that it was a lost cause. The battle instead became marshaling a fighting retreat, first into the Owens Valley and then further east beyond the Colorado. Initially seeing the Enclave as invaluable allies in the fight against the mutants, when enclave patrols began massacring isolated villages it became clear that this was not the case. Eventually things settled down, and NCR continued to expand eastward.

Tensions ran high between Tribals and the civilized Californians, resulting in constant low-level warfare between the two. The country was further weakened by the interests of the water traders, the merchant houses, and the Brahmin Barons. Making matters worse was the Brotherhood of Steel, a paranoid paramilitary organization with an unclear role in the NCR's hierarchy and constantly shifting internal politics. It was a brutal civil war, and for a while it looked like A) the Brotherhood was going to win, and B) the Mutants would overrun the Republic's defenses. Salvation came in the form of Edward Sallow, a man who rallied the tribals as a warlord, fighting with an ideology and style reminiscent of ancient Rome. He argued that synthesis was needed between the strong martial tradition of the tribals and the civilized virtues of the Californians. He was able to united most of NCR behind him, defeating the Brotherhood. Sallow is now President of his autocratic state, and an uneasy peace has been settled upon between Californians and Tribals, united under the aegis of Sallow's cult of personality.

The Brotherhood of Steel was driven to the far east, with Elder Elijah leading a grand exodus to the ruins of Chicago. The megalomaniacal Elder Elijah has gone about securing the Midwestern Wasteland under the so-called "Circle of Steel". As ostensible protectors, the Brotherhood rules as techno-feudalists, lording over teeming hordes of Wastelanders from hilltop forts. Technology beyond an early industrial level is strictly forbidden to these peasants, confiscated for the Cause. The only way out of this is for peasants to volunteer their children as Squires or Initiates. If they can survive the grueling initiation process (which is intentionally harsher than it is for high-born initiates), then they'll get to enjoy several years as poorly equipped cannon fodder before they can expect to have any measure of respect within the Circle. Elijah constantly tinkers and works on Superweapons to secure Brotherhood supremacy, with the ultimate goal of eventually returning West to defeat the NCR and destroy the Mutants. However, corruption runs high in the Circle, and most Paladins are only too happy to spend their time occupied by enjoying the fruits of peasant labor.

An expedition sent east by Elijah landed in DC to search the ruins for valuable scavenge. Distance from the Circle leads to a slackening of recruitment standards, and eventually the declaration of a moreso fascist than feudalist state that is only nominally loyal to the Circle.

The Enclave after emerging from its Oil Rig enjoyed several massive victories against the Wastelanders. However, the success of the Unity and the destruction of the Oil Rig raised very large questions for the Enclave as to whether or not their strategy of destroying all Wastelanders was viable. With the Curling FEV strain lost and numbers dramatically damaged, Augustus Autumn (senior) lead a movement of partial equality for Wastelanders so the Enclave would be better equipped to fight the Unity. The biggest get for the Enclave was Vault City: largely pure and sharing a value for an old-time American aesthetic without any of the troublesome equality, Vault City has been admitted as the legal representative of the State of Nevada. So far, Nevada is the only state re-admitted, with all other land being held as military territories. Currently, they are expanding across the Northern Pacific, seeing the largely uncontested land as an eventual breadbasket to fuel the reconquest of old America.

Mr. House awakened in Vegas when the NCR began moving into the region. He managed to secure relative independence for Vegas itself, while getting himself citizenship and becoming a vital player in NCR politics: his backing of Sallow was essential in ending the civil war. He also lead the acquisition of New Reno for the republic, ending the flow of drugs and the funding of raider parties.
