Firstly what is StratDef?
StratDef is a shortened version of 'Strategic Defense and Readiness System', this system is used to determine how prepared the United States should be to the world around it!
Lets start from least to most prepared.

V/5 is not prepared, this is when the world is fully peaceful and when the world is at a standstill. This is the ideal position.

IV/4 is the least prepared. This is the best we'll most likely be able to do for a while. IV is when there are one or more low-level crises across the world.
---
III/3 is moderately prepared. There is one high-level crisis going on in the world or more than 5 low-level crises across the world. These hopefully do not involve the US.

II/2 is guarded. Something is interfering with the United States- but not directly affecting civilian life. Martial law can be expected however. Either that or 2+ high-level crises occurring in the world.

I/1 is ready and alert. The US has entered into a state of war with another nation and civilian life is being directly interfered with.

0 means the United States is engaged in warfare on her mainland territories or has entered into atomic warfare with another atomic nation. Please retreat to the nearest and lowest shelter/bunker/room in the occurrence of Level 0.

SAND

SAND is an acronym for
Shared
Annihilation and
Nuclear
Destruction
Or SAND. SAND is the principle on which atomic war is expected to occur- should the US or any atomic-armed nation be attacked by any another atomic nation they will respond in full force with the full extent of thier atomic arsenal. This will lead to mass devastation of not just Nation 1 and Nation 2, but perhaps devastation to the whole region if not the world. Therefore all atomic-armed nations have subscribed to the philosophy of SAND/nuclear détente.
