I went and watched the episode on Youtube, I can definitely see character design similarities between the two.
I gotta say, I'm so glad Duck Tales did some curvy, busty women. You really don't see that often in cartoons nowadays. Even Darkwing seemed to lack a lot of that.

Other than Isis I can't really think of any really curvy women in DWD.
Ducktales did have quite a few of them. There were some that just flashed by for a couple of frames also. Case in point, look up the Civil War Launchpad episode and watch the parade watchers in the background.
