I've seen this art floating around the internet for some time now. Interesting design to say the least. As for the card itself, it seems weaker than Quasar by a significant margin.

I think its effects should be like this:
"1 Tuner Synchro Monster + 2 or more non-Tuner Synchro Monsters
Must be Synchro Summoned , and cannot be Special Summoned by other ways. Once per turn, when your opponent activates a card or effect : You can negate the activation, and if you do send all cards your opponent controls to the Graveyard. When this card leaves the field : You can Special Summon 1 "Shooting Star Dragon " from your Extra Deck ."
Shooting Quasar Dragon's effects are the upgrade of Stardust Dragon/Assault Mode (The negating effect) + Shooting Star Dragon (Multiple attacker effect), so I think this card should be the upgrade of Majestic Star Dragon (The negating effect and destroying effect).
You can also add this effect: "Up to twice per turn, when an opponent's monster declares an attack : You can target the attacking monster ; banish that target." (The uprade of Shooting Star Dragon - the negating attacks effect)

Makes sense. I made him weaker compared to Shooting Quasar Dragon because i tried to mimic "TG. Halbed Cannon"s effect(because both are Delta Accel Synchro).

I like his idea, very dangerous but not overpowered. Although twice per turn banish attacking monster is kinda cheap. I think it should be more balanced if instead "Once per turn, when an opponent's monster declares an attack, you can banish it. During the End Phase it is returned" or something like that. Much closer to Shooting Star Dragon's attack negation effect, only it banishes the attacking monster for short while. I hope you don't mind me making my own suggestions here.
Anyway love your take on the Cosmic Blazar Dragon.
