I feel like the following are going to be stupid questions but...
1.) Has the book been translted to english?
2.) If it has where can I buy it?
I'm a newby to Bleach (only got obsessed this past summer *blush*) so I don't know what the time frame is between the japenese release and the english translation. :\

Well, that's okay!
1) No, this hasn't been translated to English yet. There are the 3-in-1 editions available, though. They're not the same thing though. Ressurected Souls is just for the 10th anniversary, something they did with Naruto two years ago. ^^
2) You can still get the book though, even though it'll just be in Japanese. There are some extras included. If you're willing to pay for it, then go ahead. They'll be releasing up to the Soul Society Arc.
lol I understand your situation; everyone has to go through that stage sometime in their life! As for how the English localization, volume 37 will be released in December, so they're about 13 volumes behind the current volume (which is 52 or chapter 467).
