Description
Plague is one of General's Lieutenants and then only that has a mind of his own, which means he can think and is not necessarily just a puppet by General's will, although his soul is binded to General and his corrupted life hangs on General's will.

Plague is a corrupted human, corrupted via General's Necromantic powers. where he walks, his fumes emitted by his body kills any living thing that inhales it and makes it decay, making him literally a walking 'plague'.
Being in a physique makes Plague be physically weak in comparison to other Lieutenants, however his ability to think by himself allows him to plan what he must do.

As the appearance obviously does not give much clues. Plague is my darkfied version of Spring from the Happypasta Splendor clan.
