You know, apart from the fact that posting parameters is like giving your art away for free, the presence of parameters do offer random seeds for discussion. Call it a momentary epiphany--or simply the fact that a picture like this inspires questions but I have no clue what to start asking!
As always, though, your work with fractals is inspiring!
I can say that the implied scale here is a bit mind boggling; if you assume the smallest structures are "typical" city buildings, then the large structures become massive arcologies! Nice!

I am playing with RandCubeIFS at the moment but I can't get the 'under construction' look.
Any pointers on how to achieve that? Or even a parameter share?

Sure. The thing to realize is that the 'under construction' look is only located in the center area. If you zoom out on these parameters, you can see what I mean. So in DEcombinate mode, the RandCubesIFS gives you the shapes, and the second part of the hybrid, the Menger3 is what is projected on those shapes, with the DE comb: mode set to inv Max. (That setting is at the top left of the bottom portion of the formula window) The parameters below are just a simple 2 formula example. Let me know if you need more help!
