That happened to me on Illuim. I bought all these items on this one store went and talked to the store owner and as she leaves 'oh you can have a discount'. I think my sheps eye started twitching.

well it's not hard. more often than not, i just drop credits at eternity or afterlife. you know, for drinks and dances. garrus came to me in a dream and said that i should down a few with him at a bar some time. now i always take garrus to a hub for a drink

Wait you didn't talk to the kiosk owners first? This only happened to be me twice, once with the Elcore merchant and one merchant on Illium that I didn't even know you could get a discount with (you need to run into that annoying fan from Mass effect 1 and manipulate the vendor into thinking your on her side)
