Looks a bit like Eevee crossed with...some other Pokemon I'm too tired and/or lazy to think of.
As for the design, he does happen to look like he belongs on one of those children's cartoons that I probably never got into. Not that there's anything wrong with LOOKING that way. Really, a good job.

Actually, he was originally supposed to be a brownish gold color. But my pencil coloring came out WAAAYYY darker. then eevee happened
