The hair is drawn very realistically, and the different shades within it are very nice- it picks up on the fact that hair is not all the same colour. The eye is brilliant- it looks as if he is watching you- and the shading around the face is perfect, as it looks as if you have really thought about where the shadows would fall.
The only real flaw I could find was the colouring of his shirt- the random patches of colouring should probably be one smooth fill and the end result is a little messy.
The overall picture is great though- it looks like Andy, and the expression on his face is perfect. I hope you draw more like this.
