This is a great drawing, especially how you made Eevee's fur. I also like the position you chose, it's like a cat being playfull and cute (just like Eevee ^^).
The shading of the picture is very well done also, even though it seems the left part of the face (the one facing down) should perhaps be darker compared with the upper part (where the light is coming from, I believe).
The right front paw is maybe a bit too... square? straight? I don't know how to explain, but it doesn't look like an animal's. Just a suggestion here, but perhaps this paw should be 'hanging', or at least not touching the ground, while the left front paw should be bending more?
His eyes are too black, I see a dark grey iris, it'd look better if it was lighter, like some brown.
Just some thoughts, I like how you made this little cutie.
