I don't get it, can you explain it to me please? Why is Germany smirking/smiling?

I always thought of Germany as a pretty alright character, always seeming alright/ fine, (I mean content and most times happy) but when you look into Germany's past it's a pretty terrible one. All the wars, bloodshed and not to mention the Holocaust.
So I interpreted him as being alright or content so that he could hide away his past from people, like how some people act really happy to cover up some rough times they had in their past.
So I drew him in almost a nostalgic way, like he's trying really hard to be happy but there's always a hint of his past behind him.
Sorry if it confused you, :/ now that I think about I believe I should have drawn him with some sort of poker face or at least a frown.
