Perhaps so. It seems that another antagonist is building this series. Would be a welcome freshness for a new villain instead.

Welcome freshness? So many new antagonists, I think it's best if Kishimoto develops the ones he already created... Or at least shows something important with Orochimaru, because why bring him back in the first place if he won't be important in the future? All he did was revive Hokages so that Sasuke learns his past, but that wasn't really interesting if you ask me...

More antagonists gives the author room to branch the story off. It will be interesting if Orochimaru is able to do things that forward the story without being a simple plot device, like you mentioned with the Kages. Can only wait and see at this point unfortunately.
