Occupation: Currently a lifeguard that patrols Amie Isle. Also mans a booth on the boardwalk where they sell their wares (nothing more than a couple of terrible paintings they did themself, and some sea garbage; shells, scales, and the like)

Personality: Phil is naturally friendly, and talkative, and is always willing to take the initiative to approach others. They put on the illusion of being relaxed, and genuinely lighthearted, and for the most part, tend to succeed! Often times, though, the illusion tends to collapse, and in those instances, you can catch a glimpse of what Phil is really made of. Someone who has a strong set of morals, with a sense of justice that is often let down and unreasonably disappointed by those who hold a different stance. It’s quite easy to call Phil a hypocrite-- because they are one! They expect the best out of others, but when it comes to themselves, they gloss over their own shortcomings. They are quick to put their faith in others, and just as quick to take it back once they deem the other party has messed up.
They are also quick to call others out on their behavior but are unwilling to do much else other than talk. Phil is a pacifist at heart, and will rarely, if ever, escalate a situation to a breaking point. They try their hardest to keep their calm and their wits about them, but its surprisingly easy to make them flustered. They often find themselves feeling out of their element, so to say, as they’re very unaccustomed to human culture and references…
They get lonely very easily, and are easily swayed by genuine acts of kindness or affection, of which they’re desperate for. They have the bad tendency of playing the martyr, and won’t hesitate to sacrifice their own health or well-being for the sake of others, even if they’ve come to the realization that the other party isn’t worth the effort or sacrifice.

History: Fished out of the water surrounding the Seafoam Islands by a vacationing admiral of the Kanto navy, Phil started their career in said navy… anti-climatically. They lived as a pet, for a short amount of time, by the admiral’s side until they evolved into a Seadra, at which point they were officially enlisted and paired with a lower ranking cadet. They lived this way for awhile, completing different assignments and operations, going wherever they were needed most.
Years passed, and Phil found themselves tired and disillusioned with their life. It was a stressful and exhausting, and most of all, lonely. They found themself unable to form a solid, positive relationship with the human they had been partnered with, or with the other pokemon enlisted beside them; mostly Phil’s own fault. As desperate for companionship as they were, they were unable to stop irrationally casting judgement onto others, unable to stop themself from being unreasonably disappointed by what they saw. After what was basically a lifetime of this, it was quite easy for Phil to come to the decision to desert and run away from their obligations in the pursuit of something different. Something ‘better’.. It was less easy to shake the pokemon assigned to drag Phil back, but somehow Phil managed.
Phil spent a couple of years roaming the ocean, trying their hardest to relish their newfound freedom. They didn’t often surface, in fear of being recaptured by an ambitious trainer, and so, they spent those few, free years down in the dark depths of the ocean, rarely coming in contact with other water dwelling pokemon. It was a run in with one of these pokemon that lead Phil into receiving a dittech. A kindly Lanturn did them a favor and hooked them up with the device and pointed them towards Lumiose city, assuring them that PMA-co could help them out.
Although they were Kalos bound, Phil didn’t ever manage to hit any of Kalos’s shores. They made several stops in other regions, lost and confused, until they finally met another PMA-co affiliate that managed to set them on the right path; this time to Amie Isle, where PMA-co had relocated to.
There, Phil took it upon themself to patrol the shores of the island, taking the mantle of ‘lifeguard’ very seriously. Their period of self-inflicted isolation in the deeps has left them starved for any and all opportunities for socialization and they are actively and currently trying hard to integrate into the lively pokehuman community.

Extras:
Extremely photosensitive. Sensitive to most loud noises as well. Reacts poorly in settings that have lots of flashing lights and loud sounds.Their sunglasses help, somewhat! Is rarely seen without them.
Having been deprived to exposure to human culture and society, they find that life on land is filled with lots of new and exciting things that they don't know very much about... it's very dizzying! They're most excited about trying out new foods and drinks.
Has the worst sense of direction.
Has a sweet tooth for cake!
