Utako is a Oto shinobi.
she was originally part of one of the Oto teams sent for the chunin exams as part of Orochimaru's attack on Konoha.
After the failed attack Utako became a spy under Kabuto's command.
shes very forward thinking, smart, snarky and often has a short temper.
She doesn't get on very well with others, and likes to be in charge,which causes alot of disagreement with her and Kabuto.
she is a skilled pick pocket and thief.
she is also a technology wiz, able to understand almost everything technological and able to deconstruct and reconstruct all sorts of equipment.
she has an almost sick fascination with the effect electricity has on bodies, and carries out experiments occasionally with Kabuto's permission.
(Like many oto shinobi she has a bloodline limit or keki genkai, im not too sure what that will be just yet but im thinking making it some thing to do with electricity)

Strength(s): information gathering, stealing, undercover missions/ spying.
Weakness(es): close range combat/ taijutsu and ninjutsu
Hobbies: reading, working with technology and experiments with electricity.
Likes: technology, science, soup and wet weather
Dislikes: Kabuto, being kept indoors, biology
