There's plenty of times Checkers lost. He's not unbeatable, he's just a strong finisher. He does win a lot more more than he loses. 
Now if Javie suddenly decided not to beat on the race he's in and Checker's knew about that, then he would know something was up.  I think to keep him in the dark about her divination skills allowing her to pick the winners because Checkers would be upset if he knew that she already knew the outcome of his races and bet on them, Javie would more than likely bet either on the winner or bet a small amount.

She already made her race betting fortune before Checkers entered the picture,
so she could afford to loss bets occasionally.
If she can stand to bet on someone that wont win the race.
Maybe at some point Checkers polls some intervention stuff to try and get her to stop gambling so much?

Also another thought,
if Javy is in a relation ship with Checkers,
wouldn't it be scandalous if she's also his representative?
She was Buckaneer's representative before he sabotaged Red.
Buck paid some Mob unicorn to trip him during the race,
but Javy found out as she sat in her booth before the race started,
and sent her guard to catch the Mob pony before he could do it,
but the Mob pony succeeded before getting spotted and chased.

Javy: I thought I told you to never contact Money Grubber's men again.
(I think Money Grubber is the name of Fyre's Mob boss pony)

Buck: What makes you think- (Javy interrupts)

Javy: One of my guards is chasing him down as we speak,
don't try and hid it because I already know.
Everyone has wanted to see you two race each-other,
it was the race of the century, but you had to go and cheat!

Buck: I didn't hire anyone to do anything!

Javy: Everyone will find-out you cheated, eventually.
Sorry, but I don't see any profit in staying your rep,
we're done, get out of here.

Buck: WHAT!? (something rude)

I was thinking Buck might try and contract a hit on Javy,
and she'd use her Divination to avoid/evade them,
and somehow make them walk into her own traps,
like into a place with guards,
then just stand in the open so if they try they'd get caught..
And if they ever did corner her just teleport away.

Maybe she never became a race rep again?
Maybe she isn't his rep?
But if she's not, then who is?

I don't know why he would need a rep. But I'm sure Javie is not it. It's a conflict of interest and Checkers is not a cheater. he'd be mad as hell at javie for cheating and maybe even betting on his races, since she already knows the outcome.

Her dad must be super unhappy with her little side business, being that he's captain of Celestia's guards. I'd say Buck would have a huge and scandalous card to play if Javie suddenly backed out of being his rep/promoter. the daughter of the Head captain of celestia's personal guard betting on races and using her magic to profit? NOT GOOD.

If Javy doesn't play her cards right, she could get in a really bad spot!

Good thing no-one knows about her divination, well, Except for Lanceor, oh boy.
Lanceor knows that Shimerlyns born with golden eyes have divining abilities.
She got it from her mother, Lanceor would know about it.
And he knows that she likes to gamble, it's not a big secret.
So he'd have been have talks with her about it before is even really became a problem.
But, then maybe she starts gambling in secret,
and losses occasionally on purpose while never betting the same amount,
just a portion of what she's carrying at the time, to prevent others from finding out.
And gosh, she's been gambling for at least 600 years,
i forgot about the whole long living unicorns thing, haven't really thought about it in a while.
I know she's had many dates with many stallions before even meeting Checkers over that time,
but did she ever get married? Maybe she did and when he died that was when it first became a problem.
And when Destrier didn't return her feelings when she confessed to him was when it got the worst.
hmmmmmmmmmm,
And then she decided to become the racing rep for a talented new Racer named Buckaneer.
She was his rep for a long time, but then she found out he has a connection with the Mob,
and that he's cheated more then a few times to win.
She didn't see it at the start because she was blinded by greed.
No-one found out and she continued being his rep,
she kept an eye on Buck, and he stayed clean for a good long time.
But then the race of the Century, Buckaneer and Big Red in a race together.
Red was going to win but Buck cheated...
I think at that point the least damaging way out would be to openly announce that Buck cheated,
apologize to the stadium managers, and Red, announce that she'll no longer be a racing representative,
then pay them a heft amount of money for damages.
hmmmmm...
That might also be when she stops gamboling so much.
Then Checkers enters the racing scene, and she noticed him,
at first to her, he was just the new talented racer, and bet on only him for easy money.
But she found herself attracted to him,
and when she, Destrier and Honeycrisp are in her booth at the races,
Honey notices her blushing while looking through her, uh,
"fancy handled binoculars rich people use to watch races with",
whatever they are called, Rarity uses one in Sweet and Elite,
but can't find a pic of it.
Then begins some funny Honey matchmaking shenanigans.
Or maybe it's just Destrier,
I remember doing a small rp with you involving Destrier introducing Javy to Checkers.
