It may be digital, but it doesn't mean it's not a painting. Painting isn't a medium exclusive by traditional supplies.

I am 10 000% sure that it is.
If you're not using paint, you're not painting.
There are digital paint brushes, but it's still digital media and not painting. The same can be said about spray-bottle digital brushes.
Paint feels and behaves very differently from a flat tablet/mouse, you can't say the two are the same medium even if they might result in a similar picture (though the digitally crafted one will have no 3D aspect to it, something which I think is very important for paintings, nor will it have the reflective properties and texture of paint)

And what sources do you have to make your claim valid?
It's just a different form of painting, but there are many, MANY techniques that can be used in a digital software program that people do that equal the same techniques of a traditional painting.
The same behavior, texture, etc.
It's just easier digitally because of layers and such. But anyone who does traditional painting and digital can probably vouch for it, as I've personally been told how similar the comparison between the two are by other artists who've got a strong grasp on both mediums. However, I'll let anyone who sees our conversation give input rather than me going "he said, she said".

It doesn't matter what techniques that are used in digital software that equate the techniques and results of traditional painting, because you still aren't using traditional means.
That's what a medium is. If you're not dragging something through paint to spread it, you're not painting. No screen can emulate the feeling of paint. There are no paint screens, no digital paint that can be felt with real instruments.
The images that appear on the screen can emulate the results, but it can't emulate the feeling. It can't offer the same resistance and I highly doubt there are any programs that take into account the wetness factor, since paint dries as you go.
My sources are just... Physical facts. A screen is not a canvas, electrons are not paint and styluses are not brushes (not to say that you can't paint with other tools on other surfaces. But there is no paint generated by any screens that you can feel for yourself)
