Where does it say he couldn't become a Super Saiyan? No where in the manga does it say he can't become one, Old Kai simply says he shouldn't need to transform to beat Buu.

Well the seven year gap of no training left Gohans SSJ2 transformation at the World Tournament much weaker than before. His teen SSJ2 form beat Cell in two blows while Goku SSJ2 couldent. So maybe it would be a draw seeing how Mystic Gohan pretty much is a SSJ3 for him.

Well he couldent use the Time Chamber seeing how the limit is 48 hours outside of it and the process seems to take 3-5 hours to complete. If Gohan kept his training up as he did when training for the Androids and Cell, he could have likely become a SSJ3 by the tournament and instead of a Mystic Form id be willing to bet hed would have become SSJ4.
