Isn't that kinda' the thing about this scene? It is supposed to be an allusion to rape... (?) The way Korra reacts when telling Tenzin about the incident is similar to the way many real life rape victims react. It might sound terrible, but I think that's what that scene is supposed to "represent".
Same thing when Amon is taking people's bending away. I'm almost certain that allusions to public execution.
