Those look like Peek/TCT/Crouse-hinds 12-8-8 traffic lights. I see a label on one of the sections, but I can't make it out who made it.

Mod? I found this pile of lights sitting in the city works yard, I took the photo from a bridge above. My lens stopped auto focusing and I relised I pressed the lens release button. That wa a scare. I wish I coulda re aranged these lights abit better but the yard was fenced in. Thanks for the interest.

I wanted to move the lights around a bit into a better framing but the gate for the place was locked. I like this cause its kinda a weird sight so many together.
