3. Yzma from The Emperor's New Groove
Her over the top voice done by Eartha Kitt and her funniest moments with her and Kronk is what put her on the list.

2. Hades from Hercules
This guy may be a hothead if you pardon the pun but he's got some great scenes and has two henchman named Pain and Panic.

1. Ratigan from The Great Mouse Detective
This villain can either be funny and entertaining or cynical and menacing. Both personalities are a perfect combo for this villain like combining Peanut Butter with Jelly or a Hot Dog with fries. And not to mention Vincent Price has gone on record that Ratigan was one of his favorite roles he's done and it really shows.
