2. He beats and fights people who are comparable to Batman
3. He harmed Batman and people who scale

I really don't think "he beat [A] who fought [B] who survived [C] who defeated [D]" is a fair way to present Jason's power level.
He's depicted as a street level fighter in every piece of fiction by writers. You shouldn't just go straight into numbers without taking who the actual character is.
I mean, yea. He probably survived a beating from a meta-human, but that doesn't mean he can do the same damage.

Does it mean he's peak human? No, because he scales to multiple MCB MHS feats
Similarly, Red Hood and Batman may be shown to be peak humans but they are far from it (on this topic, comic book writers more often than not show "peak humans" perform blatantly superhuman feats, including Batman and Red Hood)

This has to do with writing. Captain America will never be depicted in any work of fiction where he blows up a building with pure strength. Because writers have a set power level with each characters.
He may have defeated a character who's stronger than him, but still be unable to open a steel door that the character he defeated could open himself.

I forgot to mention something in the last reply, there has to be an experience difference between the two. Red Hood has had training from both sides of the spectrum. Where as we don't know if Adam has experience fighting someone as skilled as Jason.
