As Neo-Nuclenium continued it's artificially accelerated it's rise, the Imperium-In-Exile dispatched expeditions to nearby Star Systems to investigate them. Members of the Imperial Guard often provided security for Explorators as well as general assistance, clumsy as it might be. Even so, they often found themselves being observed by Starfleet. Mostly in space, but often on the ground. The fact that away teams of a dozen Starfleet personnel would on occasion visit Imperial operations was a fact that would not be overlooked. Among those which did the most interaction with said individuals would be Commissars.


Among other educational institutions, a makeshift Schola Progenium was established by the Imperium-in-Exile to mold children (both natural or tank born) into it's future leaders.  A Commissariat was part of this, though their function had changed somewhat. Maintenance of discipline, order and oversight of military affairs remained at the core of it, but a secondary function was external relations. Whatever their end goals might be, the rulers of the Imperium-In-Exile had long since realized that they were outclassed by many powers which could snuff out their nascent Empire with overwhelming numbers if nothing else. Interaction with foreign powers in a manner other than conquest or extermination was required and the burden of diplomacy was one in which Commissars were charged. A number Starfleet officers soon became familiar with stern men and women in peaked Caps, Greatcoats and Ceremite Breastplates treating them with suspicion while conveying a fair deal of disdain for what they saw as a weak, decadent and malignantly soft society in need of the Emperor's Light. Even violence was largely avoided, save for one instance in which a flash grown guardsman tried something which ended in his Summery Execution.
