Description Context: I am currently working on a plausible alt-history project for Europe stemming from a couple of major events occurring slightly differently during the 19th & 20th centuries (ex. Frand Ferdinand survives Sarajevo). This (work in progress) map is a sneak-peek of Central Europe in the year 1950, originating from the lack of American involvement in the First War, in turn resulting in the exclusion of Woodrow Wilson & his 14 Points of Idiocy during the armistice & the post-war negotiations. That & the timely downfall of the Red Revolution in the East, stemming from the brutal murder of Lenin in 1917, which resulted in further timeline shifts & the downfall of the ill-fated Bolsheviks.

The German Empire - The Preuss Proposal:
In order to save the monarchy from revolutionary forces, Kaiser Wilhelm II abdicates his post as Emperor of the Germans during the Versailles negotiations, which forces him to step down as King of Prussia as well, due to the Imperial Constitution tying the two roles together. He was succeeded by his son, Wilhelm III in order to prevent republican forces from declaring a revolution, though the de facto Head of State after Wilhelm II's abdication was Prince Maximilian von Baden, Chancellor of Germany as of 1918. Following the signing of the Treaty of Versailles in late 1920 which caused the secession of the Rhineland Province from the Kingdom of Prussia, the ongoing negotiations for Constitutional reform also resulted in the Preuss Proposal coming to the forefront of German politics.

The Preuss Proposal, as initially set forth by Hugo Preuss in 1920 is an attempt to redesign the borders of the various states within the German Empire into more homogeneous entities, which would also make them far easier to administrate without all those pesky exclaves & enclaves scattered throughout the Empire, sometimes near, sometimes far. However, the Preuss Proposal also incidentally ended up birthing an idea who's popularity subsequently exploded; to partition the over-extended Kingdom of Prussia superstate into its constituent provinces, which would serve to limit the house of Hohenzollern's power & influence from this point forward (as the people blamed the monarchy for the war), thus severely altering the Imperial balance of power.

Initially, the idea was rejected by both the Chancellor & Wilhelm III, as they only intended for a constitutional reform that would only affect the nobility in part, but the idea was found to be popular amongst the nobility as well, as many of them saw it as an opportunity to expand their own holdings at the cost of the Hohenzollern's. As a result, the Preuss Proposal was eventually adopted in 1922, with the intention being to implement the reforms overnight, following extensive negotiations. As a result, it took the Imperial Government another 3 years to resolve the various disputed claims amongst the Imperial states, as well as the competing claims between the noble houses as to their ranks & titles.

Following the resolution of the various aristocratic disputes, Emperor Wilhelm III finally proceeded with the implementation of the Second German Mediatization in 1924. This occurred in three parts; first, Emperor Wilhelm III dismissed both Houses & disbanded the Kingdom of Prussia, which in turn disbanded the German Empire; second, the German states reformed themselves according to the agreed-upon Preuss Plan & thirdly, the German states re-unified into a new German Empire under the newly-agreed-upon Imperial Constitution, which brought with it considerable changes to the Imperial by bringing the German states back to their historical roots;

The Emperor of the Germans would no longer be chosen through a hereditary monarchical system, but rather, would instead be elected by the Imperial States' nobility from a list of candidates (male or female - amended in 1945). As per the new Imperial Constitution, in order to be a candidate, one must be a citizen of the Empire & a member of one of the Imperial States ruled by a King (or Queen), without exception. In order to be elected Emperor, a candidate must secure a majority vote from all of the member states, each of whom possesses one vote which they may cast [in secret ballot] for any candidate they see fit.

The position is for life, unless he-or-she opts to abdicate willingly & voting methods differ; some states leave the power of the vote for a candidate entirely in the hands of their Head of State, whereas others (i.e. the County of the Palatinate) choose their candidate using a popular vote method (with the Count being legally bound to execute the wishes of the people in this regard). Furthermore, the 1924 Constitution extended certain traditionally-Imperial powers to the Bundesrat & Reichstag respectively, thus curtailing the traditionally-absolute Imperial rule in favour of a constitutional monarchy. At this time, universal suffrage to men over 25 & women over 30 was also codified (& subsequently amended to 20 in 1945, with the codification of Semi-Salic law into the Imperial Constitution itself). Most notable amongst the 1924 changes was the stipulation that the Imperial can nominate a Chancellor, but they must be approved by both the Bundesrat & Bundestag, who can veto the choice at will? Likewise, the Bundesrat & Reichstag may propose their own candidates, but they must be approved of by the Imperial.

The Imperial retains veto powers over any proposal, unless a two-thirds majority in favour throughout both Houses can be achieved, in which case an Imperial Veto may be declared null & void by the Chancellor? The Imperial remains President of the Bundesrat & the Chancellor serves as President of the Reichstag? In times of emergency, the Emperor & Chancellor may wield emergency powers for a period of up to 90 days? -> Extension requires majority approval from both Houses. Forced end to a declared State of Emergency requires two-thirds majority approval from both Houses in order to circumvent the Chancellor & the Imperial, both.

At this time, the Kingdom of Austria renewed her push for unification with the other German states & the Entente ultimately conceded [after extracting a few compromises from Germany]?

Footnote:
 with the reformation of the German Empire & the end of Prussian supremacy over the other German states came a shift in national flag, emblem & coat of arms design; the Prussian Eagle was replaced with a new design that draws from both the modern founder & the historical leader of the two German Reichs which preceded this one; the base eagle is a modification of the 1919 Austrian Coat of Arms (see: OTL), but with the dual-headed design of the Holy Roman Empire's eagle. [Upon that, following a popular suggestion, a tricoloured shield was placed upon its chest, with an Iron Cross in the middle (see: Arminius1871's Deutscher Bund Coat of Arms , but with different colouring for the shield; the Germanic black, red & gold trio, same as the flag is used instead). Oak wreath? Crown. Sceptre, sword, etc?]. The national tricolour flag was replaced with the more Germanic traditional black, red & gold trio, with a simplified Imperial Coat of Arms inlaid in the middle?

Furthermore, in order to recognise & fully denote the impact of the Austrian Anschluß, it was decided that the new Empire's official name would not be the Deutsches Kaiserreich (German Empire), but rather, the Großdeutches Reich (Greater German Reich), in order to indicate the Kleindeutschland nature of the former Prussian-dominated Empire versus the Großdeutschland nature of this newly-reformed & at last unified German state.

The Saarland plebiscite was finally held in 1940, which resulted overwhelmingly in favour of reunification with Germany as the Imperial Territory of the Saarland (Reichsland des Saarland). A subsequent plebiscite held in 1945 resulted largely in favour of unification with the Grand Duchy of Luxembourg, leading to Luxembourg joining the Empire through their merger with the Saarland. This was the Empire's final expansion to date (what with the Sudetenland being peacefully annexed to the Empire in 1940, alongside the Saarland Territory. The Sudetenland Territory was subsequently elevated to the Duchy of the Sudetenland in 1945).

Austria:
Following the formal dissolution of Austria-Hungary in 1920 as part of the Treaty of Versailles, a national referendum was held to determine the future of Austria as either a Kingdom, or a Republic. It is believed that due specifically & solely to Franz Ferdinand's lingering popularity, the referendum ultimately resulted in a marginal majority in favour of retaining the monarchy - with a constitution. Franz Ferdinand, now King of German-Austria sought to unify Austria with the reforming German Empire in order to avert an economic collapse in the fledgling, much-reduced Austrian state, but was initially blocked from doing so by the Entente powers, though they eventually conceded to a customs union in the aftermath of German-Austria formally changing its name to the Kingdom of Austria. Unification with Germany was subsequently revisited 5 years later, after the formal dissolution of the German Empire following the adoption of the Preuss Proposal.

- The Principality of Berlin has a single vote in the Bundesrat & one vote for Emperor? Revisit. The Head of State for the Principality is the monarch of Brandenburg-Prussia, though the city's affairs are overwhelmingly handled by the popular vote-elected City Council. The Prince does retain a veto?
