Maybe it is kinda back, enough to make their cheek marks return but when they try to use it it doesn't work or it just shows up and then vanishes without a trace. Something like that? (It's hard to describe what I was thinking.)

If the magic was truly destroyed then not even that should be possible. The fact that there is magic that can be used is the problem. It's like if someone was dead for a couple day got up and took a couple steps then fell back down. That doesn't happen.
If Star succeeded in her goal, then there shouldn't be any magic in the universe to use.
