This is a Minion getting green slime poured on him. This is a prank from the Canadian sketch comedy show, "You Can't Do That On Television" that ran from 1979 to 1990 and was on Nickelodeon in the 1980's and early 90's. Anyone who said "I Don't Know" on YCDTOTV, he/she gets slimed.The Minion is owned by Universal Studios and Illumination Entertainment

OK. I realized that Lizzie at RHD said "I Don't Know" a lot. Imagine if she was on "You Can't Do That On Television" and said "I Don't Know", she will get slimed, a lot and need a long major shower or said "Water" to have water poured on her, which that's also a prank on YCDTOTV.
